    The level is entirely complete. You just have to look harder. MUCH harder. Try looking behind walls, platforms, logs, or anything else of that sort.

    In the Electro Pyramid, reach the end and jump left from the last neon boz. You'll find the OLD Lazer and Clouders trapped in a cage. Lazer will tell you something that might look like the code.
